President of police union admits to local 'road rage' | Transportation

PORTLAND, Ore. - For the second time in a week we're learning about a road rage incident involving an off-duty Portland police officer.
This time it's the president of the Portland police union. He admits he was involved in two incidents with the same woman just days apart.
Sergeant Scott Westerman, president of the high-profile Portland Police Association, acknowledged to KATU in a phone call Saturday that he was involved in two incidents in which he got out of the car and yelled at the driver.
The first time was Jan. 28 in Northeast Portland. The woman said Westerman got out of his car and yelled at her about her flashing her brights - something the woman said she did out of courtesy to let him know he could pass.
Then, two days later on Southeast Beaverton-Hillsdale Highway, the same woman said she was riding in the car as her husband drove. There, the same man pulled in front of her and slammed on the brakes.
At the light, Westerman got out of his car ... again yelling, the woman said.
The woman called 9-1-1 and filed a complaint with the Independent Police Review division.
Westerman told us by phone he was having "personal issues at the time" and that it was a "bad moment" that he's not at all proud of.
He said he's embarrassed and wants to apologize to the couple. However, he fears direct contact with them may interfere with the investigation.
Portland police are conducting an internal affairs investigation into the matter.
